Luis Ciuro, 36, of East Haven, waived his right to be indicted and pled guilty as part of a plea deal on Friday, Nov. 20, according to the office of U.S. Attorney for the District of Connecticut John Durham.
Ciuro is currently being held in custody pending sentencing in February.
Previously, Ciuro served 84 months in prison after reportedly conspiring to sell crack cocaine in 2008.
According to court documents, Manchester Police responded to a report that a woman was yelling and displaying a gun outside an apartment building on John Olds Drive, a location that police had been told was a "fentanyl mill," on Oct. 15 of 2019.
Responding officers saw Ciuro exit the building and place a black bag into the trunk of a car before driving away in the vehicle with another individual, police said, warranting a traffic stop. The bag contained a shoebox filled with cash and another shoebox with two handguns that had been reported stolen, according to court documents.
A subsequent search of Ciuro's apartment turned up the narcotics, other drugs and drug packaging materials.
In all, illegal items found with Ciuro include 2 loaded handguns, 687 grams of fentanyl, 0.69 grams of PCP, 4 grams of psilocybin mushrooms, and $70,000 in cash.
An investigation, which is still ongoing, is being carried out by the Drug Enforcement Administration’s Hartford Task Force and the Manchester Police Department.
